The Nkandla saga informs the general public that politicians must be watched because left alone, they can mess-up and do mess-up. The paper adopts an ethical approach where the author outlines the main ethical theories and discuss why in his interpretation; there was a betrayal of public trust and a compromise of ethical principles in the way Nkandla issue was handled. In simple terms, we argue that there is a close relationship between politics and ethics, that is, the other impacts on another or the two are inseparable. Therefore, the author believes that a sensible interpretation and understanding of these ethical theories may be an opportunity for politicians to behave accordingly and for the public to act as watchdogs where politicians deviate from ethical norms. The author argues that institutions of higher learning must ensure that citizens ought to be taught about their right and how to contribute positively towards making political office bearers accountable to the public for their conduct. We argue that political parties have a moral duty to enforce discipline in accordance with their constitution(s) where their members have compromised the rules and thus disgraced the party in question. A moral reflection on the government and the ruling party’s failure to apologise for political blunder of Nkandla saga is necessary.
This paper studies the statistical inferences of an availability system with mixed standby (hot and warm standby) components, arbitrary repair distribution, reboot delay and imperfect fault coverage. Failure time and the repair time of the active and standby components are assumed to be exponentially and arbitrary distributed, respectively. The reboot times are assumed to follow an exponential distribution with parameter β. A consistent and asymptotically normal estimator of availability of such a system is calculated. Interval estimation and testing hypothesis are performed. We choose two repair-time distributions, lognormal and Weibull distributions to construct the simulation inference for the system availability. Three types of Weibull distributions characterized by distinct shape parameters are considered .Finally, all simulation results are displayed in appropriate tables and curves.
In the presented studies TP53 and Bcl-2 proteins expression were evaluated in samples of gastric carcinomas in patients with H.pylori or EBV or without H.pylori/EBV infection. The studies were conducted on 52 adult patients with gastric adenocarcinomas: 16 patients with H.pylori (cagA+)-positivity (group 1), 14 with EBV-positive tumours (group 2) and 22 patients with H.pylori/EBV-negative tumours (group 3). H.pylori presence in gastric tumour specimens was detected using Giemsa staining and bacterial culture technique. Moreover, cagA gene was detected using PCR. EBV infection was detected based on EBER presence in the tissue by RNA in situ hybridization. Expressions of TP53 and Bcl-2 proteins were analysed using immunohistochemistry. Expression of TP53 was noted in 14 (84%) patients from group 1, 8 (57%) patients from group 2 and 19 (86%) patients from group 3, whereas expression of Bcl-2 was noted in 12 (75%) patients from group 1, in 10 (71%) patients from group 2, and 6 (27%) patients from group 3. The obtained results allow for conclusion, that H.pylori (cagA+)-associated development of the gastric adenocarcinoma is determined by abnormalities in the p53 gene function and hyperexpression of anti-apoptotic Bcl-2, whereas EBV-associated adenocarcinomas seem to be dependent only on the function of bcl-2 pathway.
In this paper, we study the star-shapedness for fuzzy sets. Particularly, we clarify the exact relationships among the concepts of star-shaped fuzzy sets sets, quasi-star-shaped fuzzy sets, pseudo-star-shaped fuzzy sets and generalized star-shaped fuzzy star-shaped sets, and we obtain some important properties of these different types of star-shapedness.

Cloud computing provides dynamic capacity and capabilities, and it imparts resources as services over the Internet. In cloud computing, numerous information migrated to third parties and it poses enormous security challenges such as privacy leakage and illegal access. This paper presents a new decision model to protect data and services from illegal access before and during the usage in cloud computing. Our formal security model can be modified and adapted to different requirements in various types of cloud computing services. It achieved by changing the formulas through assigning new parameters and brings a flexible and reusable decision model. Decision makings are performed by four functions. The authentication and pre-obligation functions control the access request before the usage. Authorization and on-obligation functions are executed during the usage based on right requests. The implementation demonstrates the theoretical result of the proposed model.
. Some properties of transitive and nilpotent bipolar fuzzy matrices are examined and the canonical form of the transitive matrix is given using the properties . We define a new operation on the bipolar fuzzy matrices and use it to study some properties of bipolar fuzzy matrices. However, in our results, nilpotent and symmetric bipolar fuzzy matrices play an important role. We decompose a transitive bipolar fuzzy matrix into the sum of nilpotent matrix and a symmetric matrix. Then we obtain a canonical form of the transitive matrix.
The abundance of information, due to the development of the Internet, storage media (containing large text corpora) and encyclopedias scanned, makes it difficult if not impossible, its exploration and analysis. Hence arises the need to explore new approaches to using automatic text analysis as well as developing a new approaches assist in online texts in Arabic language. As the Arabic language contains a huge amount of text, we try to reorganize it into some layers or classes in order to facilitate the process of analysis as well as the text retrieval. Therefore, texts classification can be considered as a major point in text mining.\nIn the current time, there is a lot of approaches and techniques in classifying various text: European texts like “Spanish, German, French”, English texts as well as Asian text like “Chinese, Japanese”. On other side, there are only a few researches in Arabic texts classification because of the complexity of the Arabic language. In this paper, we present a new classification system for Arabic language based on light stemming and possibilities. Our data bulk is structured from texts of two classes Sport and politics. This bulk data has been inserting some text in to give the correct classification of the inserted text. To check the validity and effectiveness of our approach, we compare its performance with Naive Bayes Classifier (CNB) documents from three newspapers. Our experimental results that we achieved it prove clearly that the suggested technique outperforms better than CNB with an accuracy percentage of 50%.
Dystrophic Epidermolysis bullosa is inherited blistering of the skin in the subdermal layer caused by gene COL7A1 mutations. Authors reviewed a case of this disease determined by 2 mutations, dominant and recessive. The disease presented by blisters all over her body, mostly on neck, back and inguinal area, as well as on hands and feet. The most affecting the quality of life condition was the severe blistering and ulceration in pharynx, moist lining of the mouth, perianal area.Up till now there is no affective treatment, only procedures to relieve the complications like esophageal obstructions.
Islam propagates the spending of ones wealth in the way of Allah and promises multi fold reward in return such as waqf. Waqf have a potential to become one of the important mechanisms regarding the socioeconomics realms in Muslim societies that will benefit the communities as a whole. The landscape for the development of waqf has changed and one of the waqf innovations that attract the world’s attention is corporate waqf that was introduced by Johor Corporation Berhad (JCorp). This study examines the influence of corporate waqf activities by subsidiaries of JCorp in enhancing the company performance as one of the element of return from waqf activities. The methodology used is through an analysis of the financial ratio to evaluate the financial condition and performance of subsidiaries companies that contribute to corporate waqf activities. No doubt, in today’s financial world, ratio analysis is a very vital tool in identifying the financial soundness and cost effectiveness of the company by establishing relationship between the items of balance sheet and profit and loss account. The study accomplished that the Jcorp subsidiaries, which involves in corporate waqf activities are financially sound, where profits and returns generated are satisfactorily, which can attract other conglomerates to participate.
The aim of this research was to study the adsolubilisation of cationic surfactant on rice straw as an adsorbent to enhance the decolorization behavior of blue21, an organic dye, from aqueous solutions. The rice straw was modified with tetradecyltrimethyl ammonium bromide, termed ‘organo-rice straw.’ A number of batch studies was carried out to address various experimental parameters such as contact time (t), initial solution pH (pH0), and initial dye concentration (C0). The surface modification of rice straw with the cationic surfactant was examined using the Brunauer-Emmett-Teller method, the Fourier transform infrared spectroscopic technique, scanning electron microscopy images, and elemental analysis. Experimental data showed that the major contents of blue21 and organo-rice straw were carbon and hydrogen, indicating a hydrophobic-hydrophobic interaction between adsorbate and adsorbent. The blue21 uptake on the organo-rice straw was higher than that of the precursor. The equilibrium adsorption was attained within 3.0 h and the amount of blue21 adsorbed was independent of the pH0. The Temkin isotherm model was found to be the best to represent the equilibrium with experimental data. The maximum monolayer coverage (qmax) from the Langmuir isotherm model was determined to be 178.57 mg/g, the separation factor indicating a favorable sorption. The pseudo-second-order rate equation was able to provide the best description of adsorption kinetics for the adsorption of blue21 onto organo-rice straw. The results showed that the organo-rice straw was a potential and active bio-sorbent for blue21 dye removal.

Visible watermarking scheme is important for protecting resources from unauthorized reproduction. Due to the visibility of embedded watermark, the watermarked digital media cause suspicion to many attackers and are vulnerable to various attacks. The paper proposes an invisible watermarking scheme that uses singular value decomposition to embed binary watermark to the image. The robustness of the proposed scheme on different types of attacks is shown experimentally.
Implementing the principles of sustainable development in Romanian energy sector is a major objective designed to provide a solid foundation for the future of Romania. The starting point of this scientific approach was the analysis of the possibility of improving managerial activity the energy sector, by resorting to econometric modeling, as a modern tool for monitoring and controlling the costs of production activity. This paper presents an efficient way to improve management methods applied to companies in the energy sector: econometric information in the analysis of production costs development, through the construction of some models capable of generating information, the main factor of influence on costs in this sector, respectively seasonality, having been removed from its content. The practical value of this scientific approach is given by the implementing the proposed econometric model and recording the achieved results at a power producer, S.C. Hidroelectric S.A. \nThe findings of the survey reveal that, continuous updating of dynamic econometric model of non-linear regression, proposed and validated for the company analyzed, through a recalculation of parameters of the function underlying the model, at useful times, provides the opportunity to benefit from one relevant and timely information flow, indispensable to a solid managerial process.
The inland water microcrustacean assemblages in Magallanes region (51-55° S) is characterized by the presence of South American and Sub-Antarctic species and this region is the southern and northern boundary for both kind of species respectively. The aim of the present study was do a microcrustacean description for two protected areas close to Punta Arenas (53° S, Chile): Parrillar Lagoon National Reserve and surroundings of Magallanes National Reserve. We reported three crustacean species in Parrillar Lagoon National Reserve, and five species in peatlands of the surroundings of Magallanes National Reserve. It was not found significant correlations between species number with pH, temperature, conductivity and total dissolved solids, whereas the co-occurrence species null model does not denote the presence of regulator factors, and finally the cluster analysis revealed marked distance for sites of both areas. Ecological and limnological topics were also discussed.
Anticarcinogenic and most beneficial biological effects of polyphenols are attributed to their intrinsic reducing activity. Ellagic acid is one of the polyphenolic compunds that can exert chemopreventive effects in different cancers, in vitro. In this study are investigated anticarcinogenic effects of ellagic acid on rat glioma cells (C6) via evaluation of cell proliferation, cell cycle distribution, DNA synthesis and induction of apoptosis. In addition, are shown morphological and ultrastructural changes caused on ellagic acid (150µM) treated C6 cells within 24 hours via confocal and transmission electron microcscopic assessment. The results of this study demonstrate that ellagic acid has high cytotoxic, antiproliferative and apoptotic activities on C6 cells in concentration-dependent manner. Furthermore, ellagic acid has been shown to induce cell cycle arrest in G1 phase in treated C6 cells leading to apoptosis. As conclusion, ellagic acid wash found to have high anticarcinogenic potential and may be usefull as a model for drug designing and cancer treatment.
Abstract\nThis work aims to determine the labial parameters, stretching, opening and surface of\nmoving lips. The work is based on the video sequence without lighting constraint or\nmakeup. The study consists of two main steps: the semi-automatic determination of\ncharacteristic points (CPs) original and the layout of the labial edge for the first frame of\na sequence by using the principle of optimal slope; then the second step is to adapt the\nmethod of matching up readjustment to track characteristic points and also the\nestimation of lip contours during the movement of the lips. Finally for each image of the\nsequence, the results are given by parameters labial: stretching, opening and labial\nsurface.\nKeyword: labial parameters, moving lips, characteristic points, video sequence.
Several properties of consistent and weak transitive fuzzy matrices are developed. The canonical form of a consistent fuzzy matrix is formulated and constructed . We show that the consistent fuzzy matrices are controllable. The relationships between consistent fuzzy matrices and their sections are developed.

A direct and unified algebraic method for constructing multiple travelling wave solutions of nonlinear partial differential equations(PDE\'s) is used and implemented in a computer algebraic system. New solutions of fifth order KdV equation are obtained. Graphs of some solutions are displayed.
In this paper, a new type of method is developed for hiding data in digital image with multilayer security. In the proposed method, a flexible-matrix based symmetric key is used to encrypt data to add first layer of security. The ciphered data is further encrypted to add another layer of security using congruence method. The secret data thus produced after double encryption is then embedded within grayscale image in the spatial domain using moderately significant bit (MSB) alteration. To evaluate the effectiveness of the proposed method, image quality metrics are estimated including peak signal-to-noise ratio (PSNR), mean square error (MSE), entropy, correlation, mean value and universal image quality index (UIQI). In this study, T-test is also applied for validation analysis of the proposed method at 1% level of significance. It has been found experimentally that the proposed method provides higher security as well as robustness to the attacks on the stego-image including intentional removal of least significant bit (LSB) and compression, etc. Moreover, in this paper, an improved form of pixel adjustment process is also proposed for improving the visual perception of stego-image. In fact, the results of this study are quite promising.
The purpose of this paper is to introduce the concepts of {\\it left base} and {\\it right base} of an ordered semigroup, and to study the structure of ordered semigroups containing right bases. The results obtained are more general than that of the results on semigroups (without order).
Education is very important for the development of humankind and economic progress. Nevertheless, not everyone has the opportunity and access to the proper education system. A special design financial institution is needed in order to finance those students for their education. On the other hand, Islamic waqf bank is a special designed financial institution in Islam. This bank will benefit the students and also their parents, due to its unique structure that could finance student’s education in term of fees and cost of living. Islamic waqf bank uses the concept of cash waqf in term of funding the education. Cash waqf is a trust fund established with money to support services for mankind’s benefits in the name of Allah. It is recognized that there is no ample study in the area of cash waqf especially for managing Islamic waqf bank institution. Therefore, the study for the management of cash waqf fund is essential in order for the fund to be use efficiently. The objective of this article is to examine the tendency among students for the establishment of Islamic waqf bank. The methodology of this article is a quantitative research based on 250 students. The general finding of this article shows that there is a high tendency among students to establish Islamic waqf bank for education.\nKeywords: Waqf, Islamic Waqf Bank and Cash waqf
The aim of the study was to determine the content of phenols and ascorbic acid, as well as macro-and microminerals and toxic heavy metals in 10 broccoli (Brassica oleracea var. italica) cultivars. The experiment was conducted in two vegetative seasons at Poznań University of Life Sciences, Poland. The plants were planted in a field in early July and they were harvested between September and October. The heads were cut when the buds reached the size of about 2 mm. In both years of the study the highest content of phenols was found in ‘Steel’ cultivar and the lowest in the ‘Agassi’ cultivar. In both years of our study the content of vitamin C was low in comparison with the results observed by other authors and was higher in the stems than in the heads. The maximum acceptable content of cadmium and lead was not exceeded in the heads of the broccoli cultivars under investigation. The content of heavy metals, macronutrients and sodium in the broccoli heads depended on the cultivar.
